what is the best software (available via doom9 download) that i Can use to play an AC3 stream and listen over my PC speakers?

you will be surprised: windows media player!!!

after installing the codecs and filters that come with the latest version of GraphEdit or VirtualDUB (most important the .ax files) you can drag and drop .AC3 files in to WMP and it will work great!
