High Bitrate but pictures still look bad

I converted a slow motion DVD with bitrate at 1500 and I can still see lines on my movies. Does anyone know why this happen?

Hi-what kind of lines? If it's interlacing (parallel horizontal black lines most commonly seen during motion), then it has nothing to do with bit rate. Did you force Film in DVD2AVI? If you did, and they're still there, then you'll have to IVTC. Read up in Doom9's Guides what to do about it.
