Menu for new episode compilation

I have read several guides about reworking menus.

Is there a program (free), or instructions, for creating a new menu from scratch for for a group of episodes that do not have an existing menu to work with?

If subtitles and alternate language audiostreams are not a concern, a simple solution is to use "TMPGEnc DVD Author" v.1.6.
