If the News is released in a forum, why not allow replies?

The most recent postings in the "News" sub-forum are simply announcements and, therefore, are not items of discussion...

This might be prompted by Sharktooth's posting (http://forum.doom9.org/showthread.php?t=119239) of something that is most certainly not a product announcement, but merely opinion by an analyst (glorified blogger) who provides many strong assertions with very little evidence. I felt a piece designed to generate discussion should never have been placed in a forum where discussion is off-limits.
If anything, the report mentioned in this article (http://arstechnica.com/news.ars/post/20061207-8378.html) is far more "newsy", still the last paragraph (and the discussion) highlights some essential caveats to the whole idea of "calling a winner" at this point.

Anyone can still start a thread there. But, no replies are allowed. There's the point about having discussions in the relevant sub-forums. But, I wasn't thinking so much about discussion, just additional information relating to the news post, which would also be moderated under the same terms as new posts.
