During the prep phase rb will almost always report # of frames processed based on 23.976 fps, though sometimes it switches to 29.97 fps. Is there something in the source that causes this?
I don't think this is of any consequence to the encoding, more of info for myself. ( I usually glance at the ratio of frames to sectors to get approx. bitrate of source)

The number of frames is the number of frames. The count doesn't change no matter what the rate is. With NTSC you can never be sure what the original really is anyway -- because the majority of sources are actually 23.976. On some you'll find a mixture of 23.976 and 29.97 with only the RFF flag signaling the change. The only way to keep the beastie under control is to set a common framerate denominator for encodes.
