Easy edit - Cut comercial breaks

Hi there,

I have a DVD Recorder in my living room and I ocasionally record some shows from the TV.

Anyone can point me on the right direction to easily rebuild the DVD with no comercial breaks, without losing quality?

I can do this with WinDVD Creator, but it re-encodes the movie...

Is this possible to do without re-encoding?
