I am trying to establish some best practices for preparing our video collection for streaming. The video will be streamed internally on our network. The goal is to achieve the highest quality for full screen display (typically over a projector). We have already determined a standard bit-rate that we think is reasonable (1.5mbit/s). However, I have come across the following question and my tests are inconclusive.
I am trying to decide what to recommend with respect to the resolution. Some are suggesting that I resize the video to a standard resolution (640x480). However I am wondering if that is really necessary. In fact I am starting to beleive that leaving most things at their original resolution is preferable.
For example, if I take a widescreen DVD and re-encode it at 1.5 mbit/s twice (once at full resolution and once resized to fit into 640X480 space) logic would imply that the smaller video would be a higher quality (Maybe this assumption is the root of my testing). The other catch is that most of these videos will most likely be displayed full screen on a projector (in a lecture hall environment).
It seems that the by not changing the resolution it scales better to full screen. The only problem I have found with this is with HD content. The higher resolution, in spite of the bitrate seems to cause some players to struggle.
I know this has mostly been a ramble. Feel free to ask questions to clarify what I am trying to achieve.
