I have an *.avi movie where the audio has some delay in comparison to the video track.
In another *.avi movie its the opposite: The audio runs some (milli-) seconds ahead of video.

To repair these movies I have to the following:

1.) I have to find out how much milliseconds the delay is
and
2.) shift the MP3 CBR audio track (without re-encoding ???)
and save the corrected *.avi movie into another, new file.

Which tools are most suitable for these tasks?

Especially for task 1.) I need an advanced, user friendly tool which allows me to set temporarily and easily a value (let say 244 milliseconds) and to let the move run to check visually if this is the best value.

Is there such a utility ?

Media Player Classic has the ability of synch adjustment during playback, so you can get the number need to enter into VirtualDubMod, for example.

I didn't found an entry field for the milliseconds

setarip_old has posted the procedure at least 100 times by now - you should be able to find it via search or by reading the guides, as specified in the forum rules (http://forum.doom9.org/forum-rules.htm).
