Preview and Steal Space: How Do They Interact?

What is the interaction between adjusting the reduction and bitrate in Preview/Edit and Steal Space?

I.e. Does Steal Space take whatever reduction was set in Preview/Edit and reduce it further by the selected percentage?

"Steal Space" does it's work before the editor is called. So the percentages you see in the editor already reflect it. Any changes you would then make in the editor override the "steal space" settings.
