IfoEdit offers the most basic DVD authoring tools, in that it will convert a MPEG-2 file to a set of IFO, BUP and VOB files. It also has the advantage of being freeware.

Is it possible to use it to author two or more MPEG files onto the same DVD?

No. In Ifoedit you would have to create 2 DVDs then merge them together with another tool.
You would be better to try another authoring tool that supports multiple files which can then be authored into seperate Titles or VTS sets. Try using Muxman or DVDPlanner
