How compres files with fps=59,94 in h264 or xvid with fps=23,976.
How should look the script in AviSynth.

Don't do that, the quality won't be good. What you can do is decimate by 2 to get 29,97fps, which is a legal NTSC framerate.
You do that with the following line in AviSynth:

SelectEvery(2,0)

I use Decimate(2,0,0.0,3.0,2,"",false) and I get 29,97fps. If I use SelectEven()
or Tdecimate() #Using TIVTC I get better quality.
