I've been helping someone convert their family videos to DVD using a DVD recorder. The only problem is that a few of them contain clips that need to be moved around. The movies are already on DVD, how can I cut parts of the movie out and place them inbetween other sections. Is there a relatively easy way to do this? What would be the easiest piece of software to use.

Free:
Use a program like DGIndex to set the trim points. Set it to demux the video and audio. Remux the cut clips (depends on your DVD authoring program). Reauthor the DVD. MuxMan is free.
You could also use VobBlanker to cut the clips. Then export them.
DVDShrink in reauthor mode. But each clip would be in a different titleset which would cause a pause.
Pay:
TMPGEnc DVD Author. (Perhaps the easiest) Import the DVD video. Rearrange. Then export the dvd files. (I like version 1.6 since it does not force you to transcode).
There is also a program called VideoReDo. It will input vobs but you will still have to reauthor.

Actually, regarding "TMPGEnc DVD Author v.1.6", you can obtain a FULLY functional free 30 day trial version of this commercial program at:

If the clips are already in different cells (e.g. one clip per chapter or one clip per title) you can re-order them without re-encoding: it's faster and lossless...
For example, using vobblanker:
* first extract the cells you want to move
* then replace "old" cells with "new" cells (using the "replace cell" function)
You could also extract the cells and rebuild them in a dvd the way you want.
(i just did it for a professionaly authored 8mm-to-video dvd i had to re-order, every clip was in a different title, i just rebuilt a dvd from scratch in pgcedit using the "import new title" and "import menu" functions. like this you don't even have to extract the cells in the first place...)
PS: actually, even if there's more than one clip per cell, you could do it this way: you'd also have to cut the extracted vob (chopperxp or mpeg2cut) and create new cells (pgcedit or vobblanker) before replacing...
EDIT: oops, I didn't take enough time to read Video Dude's answer and though he was talking about re-encoding (dgindex, tmpg), now i realized i only re-stated the obvious and forgot to mention using dgindex to find key frames for cuts...:o
