To put it short and simple:

Is there ANY way to do ivtc on video material, that has been encoded without removing telecine?

If there is more than 1 solution, which one is the best overall? Which is the most simply?

Yes, there is, if the video was encoded in interlaced form.
If deinterlacing was already applied, it depends. If it was blended, you can't do anything. If only Telecide was applied, you'll just have to decimate (remove every 5th frame).

Also called ghosting effect.
The effect is pretty noticeable during camera pans.

Decimate should work (at least I think so ;] ).
