Is present 5.1flac file.
Prompt, please, DirectShow filter which reproduces such file?
WinAmp 5.2 with library in_flac.dll reproduces only flac-stereo files.
CoreFLAC (version 0.4) also reproduces only flac-stereo files.

I'm not sure about DirectShowFilters, but you can use Foobar2000 to play/decode flac 5.1.
Also BeHappy/Bepipe-BassAudio can work with flac 5.1 in AviSynth environment.

With Illiminable filters, flac streams must be muxed in the OGG container...and yes, it works so far so good.

I tried install oggcodecs_0.71.0946.
Really, files 5.1flac are reproduced, but thus play ogg5.1 files turns out incorrect.
I have in view of incorrect DirectShow channal mapping 5.1ogg files.

Foobar/Behappy can encode 5.1 flac/wavpack (lossless formats).
What do you need exactly?

Well.
Whether there are other programs, besides Illiminable filters with which help it is possible 5.1flac file must be muxed in the OGG(OGM) container?

Well...I'm not sure what you want to do but there is a command line tool to create multichannel flac stream (either only the flac raw stream or directly in the OGG container) available on FLAC website.
In addition, you can store flac files also in the Matroska container with mmg from mkvtoolnix. And I'm not sure that we can mux flac files in OGM container (which is completely different from the OGG container).
