700MB should fit on a 700MB CD, unless you're attempting to burn it with Nero Recode or some similar program that is first trying restore it to DVD-compliant files. Instead of us guessing at your actual problem, can you list what specifically you have tried and failed at using, and any errors you may have gotten?

If you need to save a couple megs, using VirtualDub's direct stream copy will let you do a bit of trimming. Kill an advert here and there and you should be under the limit. You SHOULD be able to overburn a megabyte or two, surprised you cant.

I'm a newbie so I don't know if this will help or not but roxio 6 will read most cd-r's at more than 700 and let you burn a 700 to 1 CD.
I do this all the time and haven't had any problems yet. Nero will not let me tells me there is not enough disk space.
