You can select the Standard MPEG matrix in the Adv. Expert Options, but DVD-RB remains at Encoder default. Matrix index in REBUILDER.ECL is not changed.

If you select a matrix, it will show in the ECL -- but it will only show after you've done PREPARE. In the ECL it will show:
qmat_idx=-1
q_scale_type=1
qmat =
This will be followed by the matrix.
Also -- matrices are not used in OPV...

Oh no.
Basicly I start CCE 2.67 via EclCCE (v1.81).
After starting CCE you CAN select the matrix in Advanced VIDEO - Quantization matrices... in OPV mode.
In the ECL file appear the settings:
qmat_idx=0 for CCE standard matrix
or
qmat_idx=1 for MPEG standard matrix
I never saw a =-1.
Encoding works due to the ECL file.
You can view the used matrices of the encoded stream with ReStream!
DVD-RB
If you change manually qmat_idx=0 into qmat_idx=1 after PREPARE in OPV mode the CCE will use the MPEG standard matrix.
Tested.

You misunderstand.
You can't use matrices in OPV mode with DVD-RB... the reason is because the output size is too variable when trying to do size prediction. This is because the bitrate prediction must be made against the entire stream -- but the matrix for individual segments might change depending upon the resulting bitrate.
