when using rb with cce there is a quantizer scale displayed in the encoding window. I was wondering if anyone could explain the significance, if any, of the values displayed for I, P and B

The short of it is... the lower the number the better the qual of the encoding, for my eyes...anything below 4 is great. There are 1000's of page on this...

It's a difficult question to answer. The effect of the quantization depends a lot on what you're encoding. That's the reason you won't get many answers to your question -- there really isn't one.

A value of 4 is very, very low and indicates that relatively very little quantization is used. You'll find values around 10 to be a lot more common.
