How can a DS AVC decoder be benchmarked? I tried Elecard Chegepuga (ay, el chupacabra!) but whether in GraphEdit or MPC it only showed the video file's average frame rate (just as with MPC stats) which was constant at the file's intended 24 fps. Does a special video file need to be used which has an artificially high frame rate or am missing something else?

Try Haali's TimeCodec (haali.cs.msu.ru/mkv/timeCodec.exe). Choosing a renderer means total play time including rendering it to the card, null will benchmark just the codec itself.

graphedit -> graph -> uncheck use clock. after this chegepuga will show you the real performance.
