the Hypothetical Reference Decoder is just that -- hypothetical. It isn't part of a stream, it's just a model for thinking about the decoding process.

Well I use Elecard Buffer Analyzer for check vbv and this tools say "No HDR parameters present in the stream".

I imagine that HDR parameters are simply tag in the stream ... ???

i assume it refers to the
vcl_hrd_parameters_present_flag and
nal_hrd_parameters_present_flag
flags in SPS

possible to create or edit that in H264 stream ... ???i would assume that only the encoder writing the stream should write those flags and not the user messing around there with fantasy values
