how can i make AC-3 out of MP3 without quality loss ??
Does that work with Besweet and does it make sense to make AC-3 out of MP3??

Is not possible. Re-encode always lose quality.
Does that work with Besweet
BeSweet-ac3enc is not recommended, use Aften like free ac3 encoder.
You can use last BeLight version or BeHappy/Bepipe to transcode mp3 -> ac3 without intermediate wav file.
and does it make sense to make AC-3 out of MP3??
Only if you want make a DVD and you are from a NTSC country, in PAL country is better use MP2 instead AC3.

mp2 is PAL(*G) "standards" but work in NTSC(M)(not in very old standalones).
PAL /NTSC are color systems,
(*G) and (M) are differents standards.

complements:
Pal-M and Ntsc(M) are standard compatibles ex: 720*480,60Hz,band of the tunners,IF channels...etc.
Pal-N and Pal-G are standards compatible ex: 720*576,50Hz,band of tunners differents of (M) standards,IF channels..and lots more(deep) details!

Well, I don't know what the thread starter wants to accomplish.
If we are talking about producing a DVD then in PAL country MP2 really would be a useful alternative. MP2 is a mandatory format for PAL DVDs, so no compatibility issues. For MP2 free decent quality encoders exist but to produce decent AC3 you need an expensive commercial encoder.

I have a HDTV 720p X264 *.mkv File, with english AC-3 sound and now i want to add german audio which i have as *.mp3

Then why do you want to transcode? A Matroska file is perfectly able to handle one audio stream in AC3 and a second one in MP3. Just use mkvtoolnix to add the German track.

I wanted to have 2 Audio Stremas, a german and a english one :)
the english one is AC-3 5.1, so is it also possible to remove Center channel from the english one and mux the german one into center??

I forgot about aften. Never used it myself, so I can't judge it.

It's possible* but will very likely result in an awful half English half German audio track. Dialogue is not limited to the center channel. Just image someone standing on the right edge of the screen. A good part of his talking should be in the front right channel. On top of that you'll have the complete German track including music and sound effects on the center, which would destroy a good portion of the surround feeling anyway.
* By decoding to separate waves, exchanging the center wave and re-encoding.
