I use 3 pass and x264 seem don't respect vbv setting for this very hard source ...

In x264 multipass, vbv only affects the planning phase (same as zones). They are ignored when compensating for any bitrate misprediction.

mean that vbv work correctly in 1pass mode like crf ... ???

Dunno. VBV does apply in ABR and CRF, but I've never tried it except in CBR.
