Could you give me advice how to make it properly? I do it like this:
1) in DVD2AVI make Forced Film convertion from 29.97 fps to 23.976 fps and save as d2v project;
2) then I open the project in TMPGEnc and encode it in VCD PAL, but the movie plays choppy.

This is something I have not personally tried, however it should be a simple job of creating an avisynth project and defining a 25fps source. (I think you can do this). You can also do this in VirtualDub. At this point try encoding without the audio to see if it solves the motion problem. If it does then you will need to shorten the audio clip and pitch shift it, so that everyone doesn't talk really quickly.

And that should work

If you want to stick to your protocol, just check the "do not frame rate conversion" in the advanced settings tab of TMPGEnc. That way, the video is sped up to achieve 25 fps (instead of duplicating some frames). You will have to speed up your audio separately by the same factor ...
