Is it possible to use a quantizer (for example 2) and also set a target size?

no - target quantizer and target bitrate are mutually exclusive.

Yes, but it only make sense if you are talking about quantizer _ranges_.

No, even with quantizer ranges there will be a lot of sizes you cannot achieve.

He asked about setting an target size but he did not ask whether the target size can be achieved. :P

Technically quantizer is not the only thing influencing size, but still, modulating something else is not a good way of doing rate control ;)

You could modulate the RD tradeoff. Especially when using trellis. Not as efficient as quantizer modulation, but still quite good when you stay around a quantizer that ought to give roughly the final size.
