I think a bit more "information" about what you are doing would be appropriate. Help us help you :)

- Is this the source or the encoded material ?
- What settings did you use ?

Anyway :

Visually, I find those blocks rather acceptable, and if this is the encoded material I suspect that the source wasn't very clean in the first place. If it's the source you're going to have to use Avisynth filters, obviously.

that appears to be fieldblending - looks like it was upscaled from a PAL that was badly converted from NTSC. You can't do much to fix this, look at the current thread "60i -> 24p" in the AVS usage forum.

do a megui avs script with megui and a barebone one with the same settings, then you will notice the megui avs goes slower

Speed AND Quality cant be obtained. You must sacrifice one...
Let MeGUI deinterlace in the RIGHT way and ue pre-rendering so the deinterlacing script will be executed only one time. That's the most convenient method you can find.

You can't deblock that with x264. You'll need Deblock_QED or a stronger deblocker. AVC deblocking is there to manage blocking created by the encoder, not pre-existing in a crappy low-bitrate source file. Not that there seems to be much detail to recover. Why don't you downsize this to SD? It'll probably look just as sharp and detailed and compress better.

Its an ATSC stream from CBS, which has pretty good braodcast quality, the rest of the show is probably very very detailed, this part only looks bad because the braodcast ratecontrol requirments can't handle high motion/bitrate spikes.

why whould i downsize it so it will look WAY Worse on a HDTV?

because if the entire video is of that quality - it won't look way worse, and you'll save heaps of bitrate :)
