The proof:

Packed bitstream ON - problems with stand alone DVD players, everybody suggests to turn it off.
Packed bitstream OFF - can't edit clips in Virtual Dub: jumping to next/prev keyframe is messy.

Moreover, I'm can't understand why someone in the world uses XviD. How it possible to beleive the software with this huge problem not fixed for a such long time?

I am not an expert when it comes to xvid, but I think what you are experiencing has nothing to do with the codec per se. It's more of a problem with VfW in the case of Virtual Dub. Lol, Nurbs is right indeed, XviD works perfectly. Try with DivX and you'll have pretty much the same problems.

This packed bitstream stuff is "device-dependent" and no general rule applies. PB jams some players, whereas it solves stuttering on others. So PB, in any case, is proof of nothing at all :)

Vdub relies on VFW (video for windows) indeed, which hasn't been revisited for years. The .avi container is just as old and even if it's widely supported, it needs trickery from everywhere.

Honestly, try with DivX or libavcodec's MPEG4 (via ffdshow's vfw helper) and you'll see it's all the same mess.

Packed Bitstream should not be a problem if you limit XviD to 1 bframe. This all happens automatically with the home theatre profiles anyway. Also MPEG4Modifer can now pack as well as unpack so you could pack, edit, then unpack.

Could also try AVIDemux.

As for the problem not being fixed. If you mean VfW. It can't be fixed, you just need to use something else.

In fact the 'problem' that made you shout blue murder comes down to the trivial choice between easy editability and standalone compatibility. I think all possibly useful comments have been given - thread closed.
