I am wondering how you can enable the setting Dynamically Assign Cell Bitrates in DVD Rebuilder Pro v1.10.7 because I have an extras disc that has multiple vts's and a couple of them are in the 2000kbps range and the other ones are in the 3000kbps range. Any help or comments are appreciated in advance.

That setting is always enabled by default. As a matter of fact, I don't beleive there is any way to disable it now.

That's because the demand is less in one than in anothor. The advantage of VBR is that you give each section of video only what it needs -- and save the remainder for a place where it is needed.
If you look at those two segments on the original DVD you will find that they are are very different there as well.
