I have looked long and hard for some rather simple information but can't find it anywhere.

I am capturing TV on my PC, wanting to edit out the commercials and burn to DVD. I would like to remove some of the noise in the cable capture and encode to DVD.

Here is the software Im trying to Use:
edit captured video in Premier Pro 2.0, encode with the CCE plugin, then create a DVD from the mpv and wav files.

After editing the commercials out I encode with CCE, but to get to DVD i have to encode again? this seems like i am doing something wrong, why encode twice and lose quality.

I am not sure if this is the easiest way, so some guidance would be nice. This is an all new learning process for me. Thanks for the help.

Why not use Virtualdub (it's free), Capture avi then select device don't forget to use video compression. This way it's match cheaper than using Adobe Premier and CCE, I can't afford that to pay those are very expensive programs just for to capture some crazy things on TV.
