After watching the progress indicator on a somewhat recent encode, I saw that the bitrate in One-Pass CBR (why is there a multipass CBR mode anyway?) fluctuated widly.
Normally this isn't a problem, but since I'm starting to make 8000kbps encodes, those fluctuations could lead to stuttering on playback, so I need a way to minimize them. After trying a couple of searches, I only found an old 2002 thread.
So, I'd like to ask if there's a way to make CCE's "CBR" mode fluctuate at most a couple hundred Kbps's from the specified bitrate target without having to concoct a time-expensive 3-pass encode. Any help w.ll be greatly appreciated.

Your post answers your own question ("why is there a multipass CBR mode anyway?"). To further smooth out the bitrate through multiple passes.

You don't need a 3-pass encode; maybe just a 2-pass will do...
