Looking for a network bandwidth limiter

Hi all,

I'm looking for a bandwidth limiter that would limit the network bandwidth whenever a specified program was running. I need to reduce network load when DVBViewer Pro is running so that the timer recordings wouldn't freeze all of a sudden. I could do a time-based reduction with NetLimiter but it's a pain to edit the rules all the time as the recording times are not constant.

Does anyone know of such a solution for Windows?

CFosSpeed (http://www.cfos.de/speed/cfosspeed_e.htm) is highly recommended among heavy torrenters I know, I don't know if there's a free software as complete. It can't do whole-network cooperative QoS & limiting, like some $$$ software, but you probably don't need that.

I definitely have to check that out, thanks:) My need is to drop the bandwidth to allow minimal surfing while recording (something like 5-10kB/s) whenever dvbviewer.exe is launched so there's nothing complicated behind the question.

Like I said, it doesn't work too well in my case. I would have to edit the rules every time the broadcast times change and this happens quite often.

If your environment is broadband ... and it includes a small network, with some sort of router in front; it is possible that you can manage network bandwidth automatically and effectively ... by using traffic shaping software on your router.

This is not possible with the many inexpensive SOHO routers such as those sold by Linksys or D-Link or Belkin, but ... if your router were a general purpose computer (pc, mac, sparc, and the like with two NICs), then there are many free tools for Unix or Unix-like OSes.

I happen to use ALTQ traffic shaping on OpenBSD, but there are many choices.
