What video problem is this

I can't quite place what problem this is.

Also what filter(s) could combat it.

I don't see a problem with the first one, but the second one has "swimming" thin lines which points to a bad resize during the film->video transfer (or possibly post-processing after the transfer).

This highlights the first clips problems a bit more
(looks a bit like.. rainbowing perhaps?)
also if anyone has ideas to combat these problems....
It would be nice.
