CCE bitrate Always too high when authoring

Every time I encode an avi to dvd using CCE, I always get the error message, when authoring that the combined bitrate is too high. I have my audio at 224 ac3 and here's a sample of my avs script.

using 4 pass vbr with minimum bitrate @ 2000
maximum '' @ 8500
average " @ 5500

avi length is 124 minutes

I'm using CCC 2.70

if I try to lower the maximum bitrate it make no difference.

Any help would be appreciated.

What program do you use to author? Did you check the video with Bitrate Viewer for example?

Make sure your not using "for DVD" this can cause your authoring program to think the bitrate is 9800 for video only, while in actuality CCE marks this as video+audio.

Yes, most authoring apps that warn you (such as TMPGEnc DVD Author), should still allow the authoring to take place. It can't know that you've gone over the limit until it's actually authoring. As mentioned, it's just reading that 9800 in the header. So, go ahead and author. If for some reason it won't, don't use it any more as it's useless.

And as drob mentioned, you don't need that "For DVD" box checked at the top of the main screen, since you're making it compliant in the script.

Actually, I got a similiar error with other authoring programs.
There is an option (other than DVD compliant) that makes the software think the bitrate is too high. Sorry, I don't remember it anymore, since my last CCE encode is a few months ago. But I remember, when the option is enabled, I can go as high as 9500 max bitrate without any problems (I did not try higher than 9500).
