4:3/Full Screen/Letter Box Convert to Anamorphic Widescreen

Hello to Everyone, how does one take a 4:3/Full Screen/Letter Box & Convert it to Anamorphic Widescreen ? Please tell what software to use & detailed setting's to use, thank's.

This is useless, unless your source has a higher definition than the target format, which is DVD-Video I guess.
It's actually just about resizing.
Like if you have 1280x720 as source, you don't resize to 720x360 (NTSC) or 720x432 (PAL) and add black bars, you just resize directly to 720x480 or 720x576. Then you specifize 16:9 as aspect ratio in the encoding application.

In case you're working with a DVD as a source, just forget it, if you watch it on a widescreen TV, you just change your viewing format in the DVD player or on the TV itself, that's it.
