Can anyone recommend some software for OCR on avi files?

I have a CCTV system and need to read a car registration from it, you can make it out just about but a couple of the letters are not 100% clear.

There may be such a thing (for professionals), but if you can't make it out, I don't think an OCR software would be able to ;)

I have exported the image sequence using virtualdub and used photoshop to clean it up and its better.

What I was kind of hoping for is some software that could take each frame enhance it the best it could and then read the entire registration from the different frames. Pretty much what I have done manually but of course I've not analyzed all 25 frames per second of video footage!
