Is actually not clear what the problem is, could u tell us what is it that we should be finding in those circles and what is wrong about them? Color distortion, bleeding edges, u donīt like Pizza Hut ( :D just kidding), etc?

Hi!

From what my aging eyes can see, it's just a consequence of your ENTIRE picture being either soft-focussed or slightly out-of-focus...

As setarip_old said, itīs pretty much your video source. Thereīs no practical way of getting rid of it. U could try to edit it frame by frame in apps like Afet Effects and others but it would be tedious and desperately slow to do.
The best option is, if possible, to re-shoot that particular footage with a fixed camera.
If the source is other, i.e. TV or like that, sorry to say I donīt find feasable to achieve what u want.

If your video is in .AVI format, and you don't object to an overall "softer" image, load it into VirtulaDub and apply a "smoother" filter (Perhaps the "HiQ smoother" filter)...

It could also be interlacing if this problem is mostly apparent in panning. I notice that the two characters in the center of the frame are not exhibiting the same distortion, except around their edges. If they're the subject of a panning scene it would make sense.

thats what I am doing now :(
