Shooting the TV: program which removes the flicker?

Are there any Windows XP PC-programs which removes the flickering in the image you get when you shoot a picture of a TV or a computer monitor, and makes it stable, flicker free?

I'm not sure if a program would be able to remove that flicker, but you can avoid it if your camcorder is able to set different shutter speeds (in 1Hz steps for the best results).
Set the camera shutter speed to the same as the refresh rate of your tv or monitor and the flicker is gone.
However, usually consumer camcorders don't have a manual shutter setting, not to speak of 1Hz steps.

alternately you can set the refresh-rate of your monitor to the shutter of the camera. usually with TVs on camera there's no problem - 50hz to 50hz. for computer monitors you might have to set 100Hz for PAL, and set shutter on the camera to the slowest it can do (1/50 for PAL). you'll still probably get a dark bluish line somewhere on the screen.

usually with TVs on camera there's no problem - 50hz to 50hz. My Sony PC100E unfortunately likes to set its non-controllable auto-shutter to 100Hz which makes half of the screen look normal and half of the screen look very dark...

...but seriously, if you're pointing a camera at a screen the flicker must be an artistic effect, because plugging directly into the camera is much better quality. But if the screen is only part of your picture then the flicker distracts and it looks unrealistic and amateurish...

Perhaps you should consider an LCD screen? Even borrowed. They don't flicker.

I would suggest 2 more things :
- processing the clip you shooted with some antiflicker filter(you would have to import it on your computer for that though)
- switching your monitor off and on again several times until the screen's refreshing synchronizes with the camera's.
