xvid black bars

Is it possible to get rid of the black bars at the top of xvid videos once they are encoded?

I received some videos from a friend and they have the black bars and i want to get rid of them but i don't want to have to re-encode them again completely from a rip/vobs.

Yep you crop off the black bars and you reencode.

Since it's impossible to crop off the black bars without re-encoding that's about your only option.
