Can there be 2 or 3 consecutive Packets of same PID and same Continuity Counter value which are termed as duplicate packets?

I guess so, an encoder is allowed to "duplicate" some of the most important packets, containing timing information, for example. The decoder, however, must discard the "duplicates".
