When I export a DVD with DVDRemake or other programs, the VOB sizes change to 1.048.574 kB. Is there some program I can use to remux vobs specifying exact vob size ? Thank you.

I can't think off the top of my head. But what you can do is take the long way round (which I assume you already know).

1. Make an ISO and mount it.
2A. Rip it with DVD Decrypter in ISO Read mode (yes, as another ISO) and choose your file splitting. OR
2B. Rip it in file mode with the file splitting to none if you want one big file).

I'm sure there must be more elegant solutions though.

Yes I know, but it only allows a few discrete values to enter (1GB, 870 MB, 810 MB, ...). I need specify a more precise number, same as original vob (1.048.550 kB).

Well, I made a home DVD video for some friends and I was sending it by bittorrent. Then, I realized there was an error and I used dvdremake to repair it. Now, I want to resume the file transfer but vob sizes are different, so different hashes ...

Yep, good reason.
You could use cutfile (http://jsoto.posunplugged.com/others.htm), by jsoto, in combination with the COPY + dos command. You should be able to recreate the same VOB files... unless the error you've fixed has a repercussion on the VOBs.

No, it only affects ifo, bup and _0.vob (correcting chapter links).
