does every AAC player whether in computer or in any device can play all of AAC
AOT's(profiles) with full quality(like mp3pro that need a special mp3pro decoder)?

He probably means to decode propertly sbr which is full qualty. On players without sbr support HE-AAC sounds terrible and don't have full quality, only LC part is decoded which is 11khz by channel

Every mp4 player can play both LC-AAC and backward compatible HE-AAC files fine, but HE-AAC will be terrible.
