when i encode a video, there appears noise around moving objects. is there any possibility to add more bits there and less to static eg. using a specific matrix? (its DV ->xvid 25p or 50p, q4)

DV is usually quite noisy unless you have a really nice 3 chip camera like the XL2 or DVX-100. Denoising is mandatory in my experience.
Also, encoding DV into 50p (60p in my neck of the woods) is a very bad idea. Preserving the interlacing is a better option IMO, and can be done easily with XviD.
If you must deinterlace, then go to 25p.
Proper/improper deinterlacing can have tremendous impact on compression.
