I have a 3 hr transport stream in 1080i. Obviously, putting this on one DVD will come out bad. It would be easier if I could split it in half, then make a d2v/avs for each seperate one, encode them both, and make two seperate DVDs in ifoedit than it would be to make a DVD9 and split it into two seperate DVDs then.

No need to split. Just load the whole thing in DGIndex and make a project with the range set to the first half. Then make a second project with the range set to the second half.

For working with dgindex, is there a way to tell it to go exactly to the halfway point of the video? There doesn't seem to be a way to even check how far in I am time/framewise, which means I have to do it by eye, which will be sloppy.

If the audio timestamp is continuous you can use that.
The halfway point of the timeline is likely to be close to the actual midpoint.
You can also make a project of the whole stream to get the total number of frames. Then do a few projects with the first range until you get it close enough.
