What must be the specifications for 1080p MPEG2 encoding?
- fps must be at 23.976 or 24 fps?
- What are the max GOP?
- What are the vbv specifications?
- What are the motion vector limitations?
- Other limitations like max bframe number, adapative bframe, adaptative GOP, custom matrix, adaptative quantisation perhaps ... ???

Well bad information. Max bitrate for vbv is certainely not 60 mbps but more like ~ 30 Mbps.
DVD use MP@ML profil but max bitrate is not 15 Mbps ... ;-)

Here is some specification for Hd-DVD.
http://www.dvdforum.org/images/Requirements%20Specification%20for%20HD%20DVD%20Video%20Application-July2005.pdf
Frame rate is 23.976 (with 3:2 pull-down) instead of 24p. 24p is not supported. It's suported in BluRay.
