I have a PAL dvd and cannot play it on my players. Neither can I back it up without the PAL continuing to encode. Can anyone advise me of how to back up a PAL so that it becomes an NTSC? Or at least disable the PAL code.

Thereīs no such thing as a PAL code. NTSC and PAL are different video standards.
NTSC implies 720 x 480 px images, at 29.97 fps Interlaced, while PAL implies 720 x 576 px images, at 25 fps Progressive.
U would need to change framesize, framerate and interlacing.

PAL can also be interlaced at the same framerate (ie 50 fields/sec).

Yeah, but Progressive is more common at least for what Iīve delt with. Anyway, wasnīt intended to be a full guide, just a starter point.
I live in a PAL-N country (TV) with NTSC DVD players (go figure). When dealing with PAL DVDs I havenīt faced yet an interlaced one (of course I only have very few).
