When I set a target bitrate is it possible to set it so as not to exceed a top end limit? I have a Creative Zen Vision M and the top end limit for Mpeg 4 is 2.5mbits (2560kbps) but when I have done two pass encoding setting the target bitrate at 2560 kbps I noticed that it will sometimes exceed said rate and my player will then not play the video. Thank you for any advice in advance.

The values for bitrate control are hardcoded in profile/level settings. Find profile/level that matches your maximum (or is lower) and use that profile/level to do a two-pass encoding.

[edit] ASP level 4 maybe? It has 3mbps max, might work.
