resize (resolution) xvid

I have convertet a DVB-S Rip in Xvid but i want to have a lower Resolution. Is this possible and how bad would be the quality??

http://www.doom9.org/guides.htm could be a good starting-point. Re-compressing XviD to XviD is a bad idea unless you have used a very high bitrate the first time. Don't.
