how can i set xvid to best settings?

i am looking for best settings in xvid encoding for highest quality and lowest file size.(regardless speed consuming)

and one separate question:
is there any lossless (only decrease file size without any affect to quality) tick in xvid?

No, because XviD is a lossy codec. It would still show a loss of quality even if the output file size were bigger than the original.
