By "ripping a DVD from NTSC to PAL" I assume you mean converting NTSC to PAL?
You have to resize and re-encode video, stretch and re-encode the audio and re-author.

Yes I want to convert NTSC DVD to PAL DVD which becoz my bedroom TV couldn't regonize NTSC video. I know it's hard for me to re-author a whole dvd as it may takes alot of time and many works to do.....

You might try doing a search here (and a Googlesearch) for:
"NTSC to PAL"...

Yes I know how to convert it with so much work, just ask here if any other solution that doesn't need re-author the whole disc....
I use Intervideo 4 for the system convert, Subrip for convert those subtitle resolution with some menu button subpicture, also dvddecrypter to demux those menu...etc. finally use scenarist and set it up pre, post, cell exactly the same like the original, but it really take me 10hour to work it out.........

I don't know where you live ooopandaooo, but unless this is a one time only conversion and you don't expect to ever have another NTSC DVD (probably not a good assumption), it might make sense to just buy a cheap DVD player that can convert NTSC DVD to PAL TV output. Here in the USA, players that can convert PAL to NTSC output are very cheap ($50 or less is possible). I'd rather spend $50 once for a converting DVD player than to have to waste my time converting PAL to NTSC many times.
