i have burnt a CD with nero and then when i would play it on my
VCD-player device(samsung), it wouldn't play at all
i want to know why?

Several possible reasons.
1) Your VCD player won't play ANY VCD burned to CD-R. I have read about such players.
2) Your VCD player will play VCD on CD-R, but it doesn't like the media you have.
3) Is your player a portable? Portables are notorious for NOT playing VCDs made with any of the major VCD authoring applications (Nero, VCDeasy, etc.). No one seems to know why. The problem is that VCDs aren't sold in Western Europe, Japan, Australia or North America. This is where most of the people on these forums live. Plus, VCD is a lower quality format, so people in those countries aren't very interested in it. It seems that commercial VCDs have something on them that VCDs authored by Nero, VCDeasy, etc. lack. What this "something" is has not yet been determined as VCDeasy is supposed to make VCDs that follow the specs. I know that Nero comes close but does not really totally follow the specs for VCDs. One guy I talked to was convinced that quantization level was the reason for commercial VCDs playing and homemade ones not playing in portable VCD players, but further testing showed that this was not the case.
Bottom line - If you have a portable, nobody knows why they won't play discs you make yourself.
