i want to capture from my dv camera in xvid with quantizer 2 or 3
and then i will play it in a device that play xvid files
but does any player support vbr-xvid?

try with the searc fuction
also ... if one player play xvid why wouldn't play xvid not cbr ?? if bitrate isn't so high

All the MTK 1389 chipset family of SAP usually plays divx/xvid and mp3 vbr without problems, mine does; less true for ESS chipset family.

i am pretty sure hardly anyone uses cbr xvid. therefore playing vbr xvid encodes shouldnt be a problem

These players may be older or obsolete, not very compatible (37 to 42%) but they exists and were/are sold.

I doubt a SAP can play q2/3 xvids - especially encoded from DV cam material - as these turn to be usually very demanding. The only way to make sure your files are playable is to keep bitrate and other things within a certain range.
