Crop video without re-compressing?

I downloaded a music video that the original ripper for some reason saved in 528x576 (0.91:1). The original video was 16:9, but this smart guy decided to include the black bars when saving the file. I would like to fix this by cropping the black bars on top and bottom, and I have 2 questions.

1) What utility should I use? I prefer something small and easy to use. :)

2) Will cropping and re-saving inevitably recompress the video and result in quality loss?

You can't crop without re-encoding, and you may want to re-read the forum rules (http://forum.doom9.org/forum-rules.htm), particularly #6.
